> Gross Income
Gross income is a households total income before deductions. It is everything the
household receives that has value, including employment, social security, legally
obligated child support paid, etc. Meeting the gross income limits is the first step in
eligibility. The limits (as of October 1, 2004) are as follows:

> Net Income
Net income is the households income after deduction allowable expenses (see below).
Meeting net income limits is the next step in determining a clients eligibility. The
limits (as of October 1, 2004) are as follows:
